Well I don't think he is the same (probably), but they do look alike and have the same name so I thought it was funny to point out how they share a similar fate in both stories, especially considering their "boss" has the same voice actress.
And about Kasumi... who said he didn't plan something like that? In a past yonkoma I showed how Amakusa sniped Kasumi and his men. I think it's quite probably it went that way... and maybe it was all staged since the beginning ^_-
Poor Okonogi. He have had bad luck until now really .
